Description

The structural reforms embarked on by Ghana in the early 1980s under the World Bank/Development Agencies, continued overtime in di erent phases until the early 2000 when a comprehensive review was undertaken of the  nancial sector, resulting in the delivery of the “Financial Sector Strategic Plan (FSSP) Report” in September 2000. To implement and manage the program as a Project under President Ku our’s new regime, the author was appointed as the Coordinator the financial Sector and the establishment of the Implementation Secretariat, FINSSP, at the Ministry of Finance.

Thus, the Book “Implementing and Managing: the Financial Sector Strategic Program for Ghana 2001 to 2008.” authored by the Coordinator, unveils the intricate journey of the Project in simple but captivating form, the conceptual, analytical, technical, and structural processes of setting up and managing the project. It unfolds the intricacies regarding the review process of the initial report; the mundane but necessary technical processes in the design and development of the various templates used for actualizing the project objectives; and the eventual concrete veritable outcomes and deliverables attained that stand as a monument of national legacy and memory. The Book, further amongst others, also highlights or brings into fore the stories behind the successes of the many critical and signi cant national policy initiatives of the then government that were leveraged and implemented alongside the FINSSP; and the establishment of a Financial Services Directorate or Division through “knowledge transfer” for the Ministry of Finance.

Undoubtedly, as a ground-breaking and pioneering work, the Book doesn’t just chronicle history; it stands as a legacy and institutional memory. A vital resource to guide scholars, academicians, social researchers, and policymakers; a testament to the profound impact a well-designed and professionally managed national project can achieve. “Implementing and Managing” is a must-read, offering invaluable insights and serving as a reference point for those navigating the intricate landscape of policy formulation.
